9-1-1 Communications

1. What should I expect when calling 9-1-1?

Dialing 9-1-1 is a free call from your home, business or cell phone. When dialing 9-1-1, the dispatcher will ask to confirm information such as:

The name of the residence or business name
The location you are calling from
The phone number you are calling from.

The dispatcher will ask a series of questions to gather as much information as possible regarding the emergency you are reporting. We would ask that you remain patient and answer the questions the dispatcher is asking you. In many cases while you are on the phone with a dispatcher, another dispatcher is dispatching the requested assistance to your location. Please do not hang up until instructed to do so by the dispatcher.

2. What if I dial 9-1-1 by mistake?: We would encourage you to remain on the line and inform the telecommunicator that you dialed in error. Otherwise the telecommunicator will attempt to call the phone number back and depending on the nature, may dispatch law enforcement to the location to confirm that there is no problem.

1. How can I be scheduled to speak on the next agenda of the Board of Commissioners?

A person wishing to speak on a topic that is not a matter of public hearing, may sign up to speak prior to any regular meeting on the day of the meeting. These remarks will be heard under the public comment section of the agenda and are limited to five minutes. Any person wishing to make a more formal presentation should contact the county manager at least two weeks prior to the scheduled meeting.

2. How can I be considered for an appointed board?: The county commissioners routinely appoint citizens to serve on various boards. Citizens are asked to complete an application form and submit it for consideration.

1. How do I report a hazard or violation?

A hazard or violation may be reported at any time. The Fire Marshal's Office will respond to any complaint regarding a life safety hazard, illegal burning or other fire code violations in our service area. The complaints or violations may be reported directly to the Fire Marshal's Office at the following numbers:

1. Why is this farmers market not open every day?: Our market research has indicated local customers and farmer-vendors prefer Saturday mornings. During the peak of the agricultural production season, June through August, the market is open on Saturday and Wednesday mornings allowing farmers to harvest and market their products twice weekly.

2. What does market management do to regulate product variety and prices?: When you shop at the farmers market you are doing business with independent farmers. They set their own prices and determine what they will bring to market. It is up to you the customer to pick and choose product quality, quantity, and price for your own satisfaction.

1. Who should I contact about my address?: Nash County GIS creates and maintains 9-1-1 physical addresses for the county's entire jurisdiction as well as for the towns of Bailey, Castalia, Dortches, Middlesex, Momeyer, Red Oak, Sharpsburg, Spring Hope, and Whitakers.

The City of Rocky Mount and the Town of Nashville maintain their own addressing jurisdictions.

2. Who needs a new address?: Anyone applying for a building permit for a new structure must also apply for a new address.

Anyone applying for a permit to install a new public utility service (ex. electrical meter, gas meter) for an existing or new structure that does not have an address will be required to apply for an address.

3. How do I apply for a new address?

You will be given flags to mark your property for addressing.
Call and notify us at 252-459-9809 that the flags have been placed. We cannot assign an address until we have received your call. Please feel free to leave a message.
We will visit your property with a GPS field unit to assign your new address.

4. Where do I place the flags?

Place two yellow flags near the road on each side of the proposed driveway for the new structure.
Place four yellow flags at the four corners of each proposed structure that needs a new address.

5. When will I receive my new address?: Addressing is usually done on Thursdays, weather permitting. Calls received after 8 a.m. Thursday morning will be addressed the following week. Once your new address has been assigned, you will receive a phone call from the Planning Department.

6. Does Nash County offer pre-addressing?: Nash County pre-addresses new subdivision developments only. In order to pre-address a subdivision, you must submit a copy of the final plat prior to its recording with the Register of Deeds.

All street names must also have been checked and approved by the Nash County Planning Department. New addresses will be assigned within 5 working days.

2. Why do my property lines appear to be in the wrong place when I view them on the website?: Because many of the older parcels in the county are a product of hand drawn mapping, there may be a significant difference between the lines displayed on the map and the actual property lines. These problems are being addressed on a case-by-case, as needed basis. To find your actual property lines, you should locate a recorded survey map of your property or contact a professional surveyor.

3. When were the aerial photographs taken?: The aerial photographs displayed on the website were taken between March 6 and April 15, 2008.

4. I recently bought or sold a property, but the ownership information on the map hasn't been updated yet. Why?: The information displayed by the GIS Search website is limited to the current tax billing year only. For this reason, information about recent land sales may not be available for several months after the transaction has been completed.

5. What is the difference between GIS acres and deeded acres?: Deeded acres is the acreage recorded on the deed to a property, while GIS Acres is a value calculated by a computer when a parcel is digitally mapped. These values should be approximately the same, but it is not uncommon to find a small discrepancy between them. Especially with older parcels that were originally mapped by hand.

6. How do I save or print my search results?: In order to save or print your website search results you must download them as a text file, unzip it, and import it into a spreadsheet. View step-by-step instructions for saving or printing your search results.

7. Why can't I see latitude and longitude values?: As you move your cursor over the map, you should be able to see latitude and longitude values appear in the bottom left corner of your screen. Some versions of Internet Explorer do not automatically enable this feature. We offer step-by-step instructions for viewing latitude and longitude values.

8. How do I search by building or structure type?: We offer specific instructions on how to search by building or structure type online.

9. What do the sale codes mean?: Sales codes are used to classify real estate sales. A thorough explanation and list of sales codes is available online.

1. Do I have to be a Nash County Resident or US Citizen to become employed by Nash County?: Nash County residency is not required. Non-US citizens must be able to work legally in this country and present documents verifying immigration status.

2. How long will my application remain active?: Applications remain active or on file until a hiring decision has been made. The county does not reactivate applications for future vacancies.

3. Can I submit a resume only?: No, Nash County requires a completed application. The employment application has been designed to provide information needed to make employment related decisions. An applicant may provide a resume as an attachment to the completed application.

4. Do I have to complete the work history section of my application?: You must complete all mandatory sections of the online application, including the work history section of the application, in order for your application to receive further consideration.

5. How long does it take for the hiring manager to schedule interviews after a position closes?: If you are selected for an interview, you will be contacted either by telephone or mail, usually within two to four weeks after the closing date.

6. What happens after I submit my application?: After the closing date, the applications are reviewed and screened by the hiring manager as an initial step in the selection and hiring process. The most competitive applicants are contacted for an interview. Applicants who are not selected for an interview are notified by mail or email.

7. Who should I contact to follow-up on my application?: Applicants who are selected for interviews will be contacted directly by Human Resources or the hiring department. Due to the volume of applications we receive, we do not notify each applicant individually regarding the status of the recruitment for the position. If you want an email indicating your application has been received, then mark it as such when you apply online.

8. What should I do if I am interested in a position but it is not listed on the vacancy list?: Applications are accepted only for jobs that are currently being advertised. If you are interested in a position that is not currently open, you may fill out an online job interest card.

9. Are there any suggestions to help me complete an application?

Complete the entire application.
In addition to full-time work experiences, list any relevant temporary, part-time, internships, volunteer, and military work experiences.
Include a resume if desired. However, a resume will not be accepted in lieu of the completed application.
Be sure to include your complete education and training background and list any relevant registrations or certifications specific to the position you seek.
Your application form is our primary source of information in considering you for employment and, therefore, should represent your best effort.

10. How will I know if a position I have applied for has been filled?: You will receive notification via email or regular mail regarding the status of the position.

11. What if I do not have a computer or access to the web?: You may use the public computers located in many public libraries. You may also apply for county positions at the Employment Security Commission. Family and friends may also have internet access available for you to use. Computers are available in the Human Resources Department, Monday through Friday, 8:30 a.m. - 4:30 p.m. We are located on the 3rd floor of County Administration Building:

12. An email address is required. How do I get an email address?: If you do not already have an email address, free email is available through a number of providers. Though we cannot endorse any particular vendor, you may want to visit MSN Hotmail, Yahoo! Mail, or AOL AIM Mail.

13. How do I save my application?: You must click "Save" to retain the information you have entered. If you close your browser prior to clicking "Save", you will lose any information you entered after the last time you saved. If at any time you need to exit out of the application form, click the "Save" button at the bottom of the form. You can return to your application later by logging into your account with your username and password.

14. Who will see my application when I use the online process?: All information is on a secure web server. Only the Human Resources Department and other county department users authorized to review specific job openings will have access.

15. Can I apply for more than one job at a time?: Yes, once you have completed your online application, you can apply for multiple positions that are currently open.

16. How do I print my application?: After you have submitted your application, you will see a link that reads, "Click here for a printable version of the application you just submitted." Use this link to print a copy.

17. I missed the deadline. Can I still apply?: As with any position, once a closing date / time has passed, no application will be accepted or considered. Please continue to visit our website and apply for new jobs as they become available. You may also want to complete a job interest card to automatically be notified when a position you are interested in becomes available.

18. Will I automatically be considered for other positions if I previously submitted an application?: You must submit a separate application for all positions that interest you.

19. What if I am not ready to fill out the application at this time?: No application is submitted until you click on the "Accept" button. If at any time you do not want to submit your application, save your work, then log out.

20. How and when can I update my application?: Changes can be made to your application at any time before it is submitted. Once you submit an application for a particular position, you cannot go back and make changes to the submitted application. We only accept one application per position from a candidate. You may also make changes before submitting your application for any new positions.

2. What is the Mission of the MIS Department?: The Management of Information Systems Department generally provides computing support services for the county's departments. That includes the county's internal computer network, email services, application development and support, as well as internet websites.

3. How to Run Dell Computer Hardware Diagnostics

Because these may take a long time to run, we recommend starting them before you leave at the end of your day so they can run over night.

1. Reboot your computer and press the f12 key as soon as you see the
Dell screen that shows right before the Windows screen. If you miss it,
just wait for Windows to finish starting and try again.

2. Now you should see the black boot menu screen. From here it
depends on which model of computer you have, but the steps are similar for all.

3. Use the up/down arrows to select “Diagnostics” or “Utility
Partition” or something similar and press the enter key.

4. A few pre-boot tests may run and ask you some questions. Answer as
best you can (these tests aren’t important now). At the end of these tests
press any key to boot the utility partition.

5. Then the hardware diagnostics screen comes up while loading some
software, and then a menu with 4 buttons. Click on the “Custom Tests”
button.

6. Check the Non-interactive tests only box near the top of the window
and select “All Devices” from the tree on the left.

7. Click “Run Tests” button.

8. Email or call the Help Desk with whatever error messages you get. If you
don’t get an error message, then your issue is probably software or network
related.

1. Where are health department services provided?

The Nash County Health Department maintains numerous locations.

The Nashville office houses clinical, WIC, Health Education and Planning, and Administration Services.
The Rocky Mount Clinic houses clinical and WIC services. Home Health, Environmental Health, and Animal Control are all based separately in different Nashville offices while solid waste is located at the landfill in Castalia.

If you are unsure which location you need, please call the Nashville Health Department office at 252-459-9819.

Can we get brochures from the health department?: The Health Education and Planning team purchases and develops educational information such as brochures on many health topics, however, supplies are often limited. Please contact us at 252-459-1513 at least two weeks before your event and we will try to assist you or put you in contact with someone else who may be able to meet your needs.

2. My organization is hosting a health fair or needs a health presentation. Can the health department participate?: Health Education and Planning staff often attend health fairs or conduct group presentations to share information on general health department services as well as on specific topics such as diabetes, nutrition, etc. as requested. Please contact us at 252-459-1513 at least one month in advance of your event and we will try to arrange the most appropriate service.

1. Can establishments get a "B" because of one thing?: No, the inspection form for restaurants has point values assigned by the state.

2. Do restaurants know when the inspector is coming?: No, inspections are unannounced.

3. What is an "A" or "B"?

100.0 - 90.0 = A
79.5 - 70.0 = C

4. Can a restaurant operate with a "B"?: Yes, a restaurant is closed when an inspection score is less than 70.

5. Can a restaurant get a re-grade to raise their grade?: Yes. A restaurant can request a re-grade to raise their letter grade. Law requires that a re-inspection be done unannounced within 15 days of request.

6. How often are restaurants supposed to be graded?: Restaurants are inspected on a risk based schedule that can range between one and four times per year. Almost all establishments get at least two inspections per year. Follow up visits are required for critical item violations.

7. Does the inspector tell the restaurant what they take points for?: Yes. A comment addendum is always used with inspection forms to document temperatures and violation details.

1. How do I begin the application process for a septic system and well?: First, get clearance from your planning zoning and utilities authorities. Then, get the application from Environmental Health. You will need to complete the application, pay the fee and provide a site plan. Nash County Environmental Health and Nash County Planning / Zoning Department are located together in the Administration Building. Download the application now.

2. Does my lot have to be cleared before it is evaluated for a septic system?: Your lot must be cleared from undergrowth and thin enough (if wooded) that a laser level can be used to lay out the septic system.

3. What is the difference between total coliform bacteria and fecal coliform bacteria?: Total coliform includes several species of bacteria that are present normally in the soil or on plants. Total coliform may not be harmful in themselves but do indicate that there is a possible source of contamination. Fecal coliform indicates contamination from the bowel of a warm-blooded animal.

4. How long is a permit valid?: Well and Septic permits are valid for 5 years. The Well or Septic must be installed within the 5 years.

1. Who can receive home health services?

Home health patients are often recovering from illnesses or accidents or they may be suffering from chronic, long-term conditions such as a stoke, respiratory conditions, diabetes; joint replacements or high-blood pressure.

To request home health services; you or your family may ask your physician to refer you for these services. If you are in the hospital, the discharger planner may refer you for home health services.
Anyone can receive home health Services who:

Lives in (or within 10 miles of) Nash County
Is under the care of a physician who will order services
Is homebound
Requires intermittent skilled services

2. Who pays for home health services?: Medicare, Medicaid, private insurance, health maintenance organizations, the Veteran's Administration, Champus, and Worker's Compensation pay for many home health services. Self pay plans can be developed for those with no insurance coverage.

4. How do I connect to the County water system? (Do not currently have Water Tap installed): You will need to complete the Application for Water Service Tap form, prices are given on form. When payment is received for the tap you select, the tap will be installed within approximately two weeks. (When connecting to existing water system.) Once a tap is installed, a monthly $20 availability fee will be charged until you connect your home to the county water system. When you are ready to connect to the tap, the Application for water / sewer service form will need to be completed and the application fee / deposit paid. The meter will be installed at this time.

5. How do I connect to the county water system? (Water Tap already installed): If you are moving into a residence with an existing service, or you are ready to connect to an existing tap, the application for service form and the fee/deposit payment are required. 6. How often do I receive a bill?: All customers are billed monthly. Bills are read around the 25th and mailed out by the last day of the month.

8. Why is my water pressure lower or turned off?

Utility service crew may be flushing lines in your area or turned the water off temporarily to work on the lines.
Payments are due by the 15th of the month to avoid a $10 late fee. On the 25th of the month, your account is charged $50 and the water will be turned off until paid in full.

9. What should I do if my water has an odor and/or some discoloration?: Call the Office at 252-462-2436.

10. Why is my water bill higher than usual?

One most common problem is the toilet. Test it for leaks by putting a few drops of dark food coloring in the tank. After 12 hours without flushing, if there is coloring in the bowl, the seal in your tank is leaking. Make sure the handle mechanism operates smoothly and the chain does not get caught under the flapper.
Check faucet, shower, laundry and water heater connections and the plumbing under the home.
Fill out the complaint form or call the office. When our service employee arrives, make sure no water is in use, the meter will be re-read and checked for signs of leakage in the home. We will notify you with the findings.

1. How was I chosen for jury service?: Every two years, a three-person Jury Commission for your county oversees the compiling of a Master Jury List of county residents who are either licensed drivers or registered voters, or both. Your name was drawn at random from that master list. Though your Jury Duty notice is mailed by the Sheriff's Office, your name is selected randomly by the Clerk of Court's office.

2. Who is eligible to serve as a juror in the North Carolina courts?: Jurors must be citizens of North Carolina and residents of the county where summoned; be at least eighteen years old; not have served as a juror during the previous two years; be physically and mentally competent and able to understand English; and not be a convicted felon (unless citizenship has been restored).

3. Do I have to respond to the jury summons?: Yes. A jury summons is an official court summons and failure to report as required could mean that the court could hold you in contempt and/or impose a $50 fine for not responding to a jury summons.

4. What if I can’t serve on the date I have been told to report to the courthouse?: You may ask a District Court Judge to defer your service to a date that is more convenient. You must have a pressing reason why you cannot serve on the date on the summons, e.g., prior vacation plans. You may also ask to be excused if you have a medical reason that prevents your service or you have served as a juror within the past two years, or are otherwise ineligible to serve. If your jury summons does not tell you how to request a deferral, call the Clerk of Court’s Office in your county.

5. Will my employer fire me if I serve as a juror?: It is against the law for an employer to fire or demote an employee because they serve as a juror. However, the law does not require that the employee be paid in full while serving.

6. Will the state pay me for jury duty?: Yes, you will receive $12 for every day you serve, and if you are seated on a trial and serve for more than five days, you will be paid $30 for every day after those first five days. The Clerk of Court will issue your jury payment within a few days of your jury service.

7. Where do I go to report for jury duty?: Your jury summons should tell you the room to which you should report at the courthouse. Report to that room at the time listed on your summons. You will be checked in when you arrive by a member of the clerk’s staff.

8. What types of cases will I hear?: In smaller counties, your jury summons should tell you whether you are summoned for a criminal or civil term of court. In larger counties with several court sessions held at the same time, you may hear either criminal or civil matters.

9. What should I wear?: You should dress comfortably, but not too casually. Dress for court as if you were going to work or to church. Many judges do not allow anyone to come to court wearing halter or tank tops, cut off jeans, or shirts with offensive wording. Remember you will be acting as part of the court while serving as jurors, so dress appropriately. Also, you might want to wear layered clothing since courtroom temperatures may vary considerably, requiring the removal or addition of a sweater or jacket.

10. How long will I have to serve?: If you are seated for a trial, you must serve until the trial ends, which may be from two days to several weeks. However, most jurors only serve for one or two days.

11. If there is an emergency at home, how will my family contact me?: In an emergency, you may be contacted through the Clerk of Court’s Office, or at an emergency number given to you when you arrive at the courthouse. The court staff will make certain that you get the message.

12. How will I know what to do as a juror?: When you report to the courthouse, you will be shown an orientation video that explains what to expect as a juror. You will also be given additional information from the court staff. Then all jurors present will take an oath as jurors and be given a red juror badge to wear until they are released from jury duty by the judge. Once a trial begins, the judge will instruct you on your duties as a juror.

13. Will I be locked up in a hotel during the trial?: It is extremely rare for a jury to be "sequestered" or kept in a hotel during a trial. You should expect that you will be allowed to go home at the end of each court day.

14. Why are some jurors dismissed and not allowed to sit for a trial?: When your name is randomly drawn to take a numbered seat in the jury box at the start of a trial, the attorneys will ask you questions about yourself. If you know the parties to the case or any of the court officials, or if your answers to questions lead the attorneys or the judge to feel that you could not be objective in considering the evidence in this trial, you will be dismissed, with the court’s thanks.

It is safe to assume practically all plastic bottles that hold a beverage, like soda or water, are banned from the landfill. Other plastic bottles can include:

1. Will the revaluation affect the value of my property?: Probably. The likelihood that your property has not changed in value over eight years is small. Basically, we can expect to see the whole range of potential. In other words, there will be properties for which values have declined, others may be about the same, while some may have increased.
The 2017 revaluation notices will likely be mailed to taxpayers sometime in late 2016 or possibly January of 2017.

2. If I want to talk about the revaluation with someone in the Tax Office, what do I have to do?: You may call the County Tax Office at 252-459-1368 Monday through Friday 8 a.m. to 5 p.m. Appraisers may not always be readily available due to being in the field, or conducting informal reviews in the office and consequently you may need to make an appointment or request they call you back. Taxpayers are always welcome to ask questions or discuss concerns.

3. What if I'm still not satisfied?: The Board of Equalization and Review is the official assessment appeals board. This board meets between the first Monday in April and the first Monday in May each year. Its members are people who are knowledgeable of property values throughout Nash County.

The board, upon written request, will hear any and all appeals concerning the assessed value of real property in Nash County. Your appeal is more likely to be successful if you present evidence that comparable properties in the same neighborhood are assessed for less than yours. Copies of property record forms on your comparables, with records of their assessed values or sales prices are your best defense. Note any differences between your property and the comparables and point out these differences.

The appeal board will be interested only in the fairness and accuracy of the value placed on your property, not in whether you can afford to pay your taxes or whether taxes are too high. Appeals from decisions of this board may be made to the North Carolina Property Tax Commission.
